NOAA’s Coastal Mapping Program Offers Huge Taxpayer Benefits, Report Says
For every dollar American taxpayers spend on NOAA’s National Geodetic Survey (NGS) Coastal Mapping Program, they receive more than $35 in benefits, according to a recent independent socio-economic scoping study.
The program provides critical baseline data for accurately mapping America’s official shoreline—important for national security, maritime shipping and navigation, and provides geographical reference data needed to manage, develop, conserve and protect coastal resources.
The study demonstrates the program’s contributions in marine safety, geographic information, resource management, and emergency response and the wide range of economic and societal activities it supports.
“This is a great investment for taxpayers,” said David Kennedy, assistant NOAA administrator for the National Ocean Service. “The coastal mapping program FY11 budget of $6.8 million brought about $241 million annually in both direct and secondary economic benefits, as well as non-economic benefits such as those related to safety and the environment.”
Conducted by Leveson Consulting of Jackson, N.J., the study analyzed the benefits to the nation of NOAA’s Coastal Mapping Program, which enhances coastal economies by providing accurate and consistent shoreline data.

Direct economic benefits of the program alone were estimated at $100 million—15 times program costs.The study estimated that NGS’s Coastal Mapping Program further supports 1,500 jobs outside of the program. In addition to the economic data, the study also provides information on the program’s customers and their uses of mapping data.
NOAA derives the shoreline data through various remote sensing technologies including aerial imagery, satellite imagery, Light Detection and Ranging (LiDAR), and Synthetic Aperture RADAR (SAR).
“In 2011, NGS delivered 7,800 miles of shoreline mapping that included 250 miles of California shoreline using new LiDAR-based procedures,” said Juliana Blackwell, NGS director.“Through partnerships with other federal agencies in LiDAR acquisition and with continued technological advances, NGS has demonstrated the ability to achieve a threefold increase in efficiency in some of our coastal projects.”

Census Bureau Releases First Information Since 2000 Census on Moves Between Counties
Census .The U.S. Census Bureau today released estimates from the American Community Survey showing how many people migrated from one specific county to another during the course of a year - the first such numbers published since these data were collected as part of the 2000 Census.
The American Community Survey compiles data over a five-year period and asks people where they lived one year prior to being surveyed. The first five-year estimates released covers the years from 2005 to 2009.
The 2005-2009 American Community Survey County-to-County Migration Files provide tables for each county in the nation, showing both "inflows" and "outflows." Inflows are the number of people living in a given county who lived in another specific county one year earlier; outflows represent the number of people who lived in a particular county one year earlier who subsequently moved to another specific county.
Of the 48.1 million people who lived in a different residence in the United States one year earlier, 17.7 million lived in a different county.
Maricopa, Ariz., had the largest number of inflows of people for any single county in the nation. People moved there from 993 different counties. Similarly, Maricopa led the nation with the largest number of counties in which it sent outflows of people „Ÿ a total of 1,156 counties. This means that individuals leaving Maricopa were more dispersed throughout the country than individuals leaving any other county. Pinal, Ariz. (13,452 residents); Los Angeles (12,403); Pima, Ariz. (7,349); San Diego (6,693); and Coconino, Ariz. (3,994) were among the counties with the highest number of people moving into Maricopa.
Pinal (21,974), Pima (8,464), San Diego (4,156), Los Angeles (3,813) and Coconino (3,188) were among the counties with the highest number of moves out of Maricopa.
All in all, the most common county-to-county moves nationally were from Los Angeles to San Bernardino, Calif. (48,456 people) and Los Angeles to Orange, Calif. (41,612). Los Angeles to Riverside, Calif. (29,710); Orange, Calif., to Los Angeles (29,345); and Miami-Dade to Broward, Fla. (27,010) were among the next most common county-to-county moves.
Additionally, Los Angeles had both the highest number of people entering from another county as well as the highest number leaving for another county. On balance, however, it lost a net of about 160,000 people in this exchange.
Prior to this product, the only migration flow tables available from the American Community Survey covered state-to-state flows; the latest such release, from the 2010 one-year estimates, was published in November 2011. Later this year, the U.S. Census Bureau plans to release a file from the 2006-2010 American Community Survey five-year estimates showing county-to-county flows by demographic characteristics, such as age, sex, and race and Hispanic origin.

UltraCam Eagle Sold to Helica in Italy
Graz, Austria - Helica srl, a remote sensing firm based in Italy, has contracted with Microsoft’s UltraCam business unit and subsidiary, Vexcel Imaging GmbH, to purchase an UltraCam Eagle ”ultra-large” format digital aerial camera system. First announced in May 2011, the UltraCam Eagle is the latest product in the line of award-winning UltraCam digital aerial camera systems.

Aligned Assets Release AddressBase Compatible Business Names Database
Aligned Assets, specialists in gazetteer and address management, have made a database of all UK businesses available to local authorities and the emergency services.
The business names database can be used for a variety of functions to better serve the public through improved delivery of council services and enhanced emergency response to business addresses.
With the database matched to the Ordnance Survey's AddressBase Premium, as well as being the most up to date source of business names data currently available in the UK, it will contain UPRNs (unique property reference numbers) and be easily compatible with existing sources of public sector address data.

MapHook, the location-based journal application, is helping the World Wildlife Fund (WWF) bring attention to the deforestation and ruin of the Sumatran tiger’s habitat. Unsustainable clearing of Sumatra’s tropical rain forests for the ultimate purpose of producing paper products is having a devastating effect on the critically endangered tiger and on other animals such as elephants, rhinos, and orangutans.
WWF is asking supporters to identify places that carry or sell paper products made from Sumatran rain forest timber, and then note the location and take pictures using MapHook. Bluesky Blom Partnership Delivers Unique Aerial Images Online
Coalville, Leicestershire, UK - 28 March 2012 - Using a powerful online server, high resolution images of hundreds of European cities can now be streamed direct to the desktop. INTERGEO Round Table 2012: “Geoinformation plays an important role in all key sociopolitical issues”
Geoinformation holds enormous potential: “Geoinformation plays an important role in all key sociopolitical issues,”said Prof. Karl-Friedrich Thöne at the INTERGEO Round Table in Karlsruhe. All participants were in agreement with the President of the German Society for Geodesy, Geoinformation and Land Management (DVW), the organization responsible for hosting INTERGEO from 9 to 11 October 2012 in Hanover. However, the experts –including representatives from the worlds of politics and industry –backed different approaches for the leading international industry forum with conference and trade fair. Dr. Georg Thiel from the Federal Ministry of the Interior (BMI) called for a “national geoinformation strategy”, while Ernest McCutcheon, Managing Director of Karlsruhe-based DDS Digital Data Services GmbH, said that “too great an emphasis”was placed on data protection, favouring instead an approach highlighting the benefits of employing geoinformation.
During the discussion held under the banner “Smart Geoinformation –Intelligent Geoinformation for the Future”, Thomas Haupt, responsible for sustainability in his position as the Director of PTV Planung Transport Verkehr AG in Karlsruhe, gave an example demonstrating that easier access to data improves the “robustness of systems”. He said that anonymous mobile data could be used instead of models for planning traffic flows, which would also help find a way out of the “data jungle”and into a “healthy mixed forest”. However, DVW President Thöne warned against focusing exclusively on the benefits of geoinformation. The debate on Google Street View, he said, showed that potential risks also had to be included in any discussion. He proposed that: “INTERGEO should also serve as a platform for adopting an offensive strategy for data protection and data security”.
The first national INSPIRE Conference is to be held at the 18th INTERGEO in Hanover this year. INSPIRE is an EU directive for creating a common geodata infrastructure. Under this directive, high-quality geodata from the public bodies of member states should be made available under uniform conditions to support the formulation, implementation and evaluation of European and national areas of policy. “It is our job to put data protection in Europe on a new footing,”said Dr. Georg Thiel. The INSPIRE Conference and INTERGEO, he added, are ideal platforms for launching discussions with a view to developing a national geoinformation strategy.
But how does INSPIRE affect smartphone owners? “INSPIRE will generate added value,”said Thiel, referring to the simple example of intelligent lawn-mowing robots. “These lawnmowers can use INSPIRE, for example, to incorporate weather data into their planning and wait for a storm to pass before automatically starting to mow the lawn”. U.A.E Ministry of Interior/Abu Dhabi Police GIS Center for Security Joins the OGC
The Open Geospatial Consortium (OGC®) announced that the U.A.E. Ministry of the Interior, represented by Abu Dhabi Police GIS Center for Security, has become a Principal Member of the OGC to chair a new, planned international OGC Law Enforcement and Public Safety Working Group.
In addition to advancing technical standards and best practices as voting members of the OGC Technical Committee, Principal Members provide guidance on market direction and Consortium focus, vote to approve nominations to the OGC Board of Directors, and have authority over the development, release and adoption of OGC standards through their voting rights in the OGC Planning Committee.
The Abu Dhabi Police GIS Center for Security aims to contribute to the OGC GovFuture Program and other consortium activities that guide local, sub-national, national & international government organizations in raising awareness and adoption of OGC standards in geospatial systems and geographical information, which are critically important in government decision support systems. Abu Dhabi Police is interested in initiating and leading a Domain Working Group that would be supported by police, emergency and security forces from the UAE, the Middle East region and other world regions. Esri Geospatial Technology Promotes Local Food Systems in US
As part of the US Department of Agriculture’s (USDA) ongoing commitment to support local and regional food systems, it recently released the KYF2 Compass Map. The interactive, web-based map provides information about these food systems and is a component of the Know Your Farmer, Know Your Food Compass, announced by agriculture secretary Tom Vilsack and deputy secretary Kathleen Merrigan of the USDA. The map uses Esri’s geographic information system (GIS) technology and web map services designed and developed by VSolvit LLC.
USDA originally launched the KYF2 initiative in 2009 to help revitalize rural communities by identifying the resources needed to grow, market, and distribute local food. The KYF2 Compass Map was created to carry that momentum forward by providing the public with a way to access information about where food is grown and the availability of local markets.
“USDA has shown how legacy GIS content can be rapidly organized to benefit broad groups of constituents,” said Jack Dangermond, Esri president. “We are pleased that USDA has mapped local food systems and extended the use of government data to all stakeholders."
The KYF2 Compass Map is deployed using Esri Managed Services. Future plans include updating and adding new datasets and offering dynamic map views and map services. As the map evolves, it will ultimately benefit farmers, educators, businesses, and other organizations by aggregating many sources of data about local and regional food supply chains.
Part of the USDA mission is to help build a national dialog about local food systems. Five StreetMapper’s Take to the Roads in Japan
StreetMapper, the mobile laser mapping system, has announced delivery of its fifth system to Japan in less than a year. The StreetMapper equipped vehicles enable 3D laser scan surveys to be undertaken at normal road traffic speeds and are being used for a range of mapping projects across Japan. StreetMapper, a joint development between the UK’s 3D Laser Mapping and German navigation specialist IGI, is distributed by Japanese company Mirukuru.
“Feedback from our client’s show the StreetMapper systems are mainly being used in road mapping projects,” commented Shinji Inaba of technical consultancy company, Mirukuru. “Using StreetMapper they can achieve greater accuracies of measurement and a much denser and more complete point cloud cover. All at a fraction of the price of more traditional airborne or terrestrial surveys.”
Asia Air Survey were the first company in Japan to adopt the highly accurate mobile mapping system, making headlines with their use of StreetMapper to assess the damage caused by the earthquake in March 2011. Building on this successful application the specialist surveying company has recently purchased a second system. The Geospatial Information Authority of Japan, the national organisation for surveying and mapping, has also recently taken delivery of a StreetMapper Portable system, while construction consultants ASCO are already operating two similar solutions.
“As well as the high profile use of the StreetMapper system assessing the structural damage caused by the earthquake and tsunami last year, we have also had reports of StreetMapper systems being used for power line mapping, 3D city modelling as well as road profile and section measurement and asset data collection,” continued Inaba.
StreetMapper has been specifically designed for the rapid 3D mapping of highways, runways, railways, infrastructure and buildings. Using vehicle-mounted lasers offering a 360-degree field of view, StreetMapper enables high precision mapping to a range of 300 metres, a capacity of 550,000 measurements per second per sensor and recorded accuracies in independent real world projects of better than 10 millimetres.

DigitalGlobe Providing Broader Content Across Microsoft Bing Maps and Xbox
Longmont,CO - DigitalGlobe, a leading global provider of high-resolution earth imagery solutions, today announced two licensing agreements with Microsoft.
The first agreement more than doubles the volume of high-resolution imagery DigitalGlobe delivers to Microsoft for use in its Bing Maps service. The imagery, delivered on a quarterly basis, will provide refreshed content covering millions of square kilometers of the earth's surface, including up-to-date imagery for the world's highest-density urban areas.

The latest installment, Forza Motorsport 4, features the first-ever combination of DigitalGlobe satellite and Microsoft aerial imagery into a seamless gaming experience, resulting in unprecedented, true-to-life detail.
Forza 4 game designers selected many high altitude and low altitude images for each track region featured in the game and combined them into a seamless animation sequence, using advanced memory management techniques. The result gives players the experience of travelling across the globe in Forza Motorsport 4's World Tour mode.
Both agreements took effect in the fourth quarter of 2011.

Online Energy Map Set to Reduce Household Bills in Nottingham
London - A pioneering new online energy tool has been launched in Nottingham, England that can help residents make big savings on their energy bills. The Nottingham Energy Calculator allows residents to select their property and return information on the savings which insulation, double glazing, new boilers and solar panels can bring. It also provides an interactive map which shows planning constraints and other existing renewable installations across the city.
The interactive energy tool, is underpinned by the council’s Local Land and Property Gazetteer (LLPG) together with other Ordnance Survey Public Sector Mapping Agreement (PSMA) products which are freely available to the whole of the public sector.
The Energy Calculator has been developed by Nottingham City Council, working with Nottingham Energy Partnership and other selected organisations including ESRI UK. It has been developed as part of the Department of Energy and Climate Change (DECC) Local Carbon Frameworks projects and supports Nottingham’s key energy ambitions; specifically to reduce 2005 carbon dioxide emissions by twenty-six percent and generate twenty percent of all energy and heat from low carbon and renewable sources.
Integrating the LLPG and OS MasterMap with additional intelligence from 3rd party suppliers, alongside data and survey results from strategic partners, has allowed the development of a definitive and reliable property level database. This includes property type and age, building footprint area, average height and gas supply, as well as solar energy generation calculations and viability flags for other types of green energy installations. The comprehensive dataset and associated modelling also underpins a dynamic mapping tool which aides strategic decision making and planning in relation to renewable energy installation, for example identifying suitable sites for large scale wind and de-centralised heating systems.
“Our energy tools are an innovative way of tackling the need to reduce the city’s carbon emissions, increase the energy independence of the city and help our citizens save money on their energy bills,” commented Councillor Alan Clark, Nottingham City Council’s Portfolio Holder for Energy and Sustainability. “The Nottingham Energy Calculator will help us raise awareness of the practical steps citizens can take in their own homes.”

CoreLogic Report Shows Tornado and Hail Risk Extends Far Beyond Great Plains States
CoreLogic (NYSE: CLGX), a leading provider of information, analytics and business services, today released a new tornado and hail risk report that analyzes the risk associated with changing tornado and hail weather patterns outside of the narrow corridor in the U.S. Midwest traditionally known as “Tornado Alley.” The report, entitled Tornado and Hail Risk Beyond Tornado Alley, discusses the impact of record-breaking hazard events across the country over the last year for insurance companies and homeowners, and provides greater insight into the extent of severe tornado and hail risk in geographic regions far beyond the Great Plains states.
“The extensive destruction wrought by convective storms in 2011, which produce hail, strong winds and tornados, captured the attention of the public and forced many insurance companies to rethink the way they assess natural hazard risk,” said Dr. Howard Botts, vice president and director of database development for CoreLogic Spatial Solutions. “The apparent increase in the number of incidents and shift in geographic distribution of losses that occurred last year in the U.S. called the long-held notion of risk concentration in Tornado Alley into question, and is leading to changes in risk management policy and procedure.”
Tornado Alley is typically considered to encompass mainly the Great Plains states and surrounding areas, spanning Texas, Oklahoma, Kansas, Nebraska, Colorado, North Dakota, South Dakota and Illinois. For that reason, many of the severe weather events that occurred outside of the Midwest in 2011, like the “Super Outbreak” of tornados that devastated much of Arkansas, Mississippi, Alabama and even Virginia, were seen as an anomaly. According to CoreLogic, however, historical data suggests that the frequency and severity of storms is much more widespread than commonly believed.
Among key findings, the CoreLogic tornado and hail report notes:
The perceived dramatic increase in the frequency and severity of tornado and hail events in recent years could be attributed to a number of factors, including improved observational tools, broadened geographic distribution of modern Doppler radar stations, population growth and migration to suburban areas.
24/7 disaster news reporting via television, online coverage and social media have greatly affected public awareness and likely heightened sensitivity to severe weather events in recent years.
There is growing scientific evidence that there has been an increase in the actual number of severe weather outbreaks as the result of rising global temperatures.
Actuarial analyses of claims losses associated with severe weather events in 2011 will likely cause many insurers and enterprise risk managers to approach state Department of Insurance Commissioners with rate change requests in 2012.
Tornado Damage Beyond Tornado Alley
Tornado risk actually extends across most of the eastern half of the U.S. rather than being confined to the Midwest.
According to data from the National Oceanic and Atmospheric Association (NOAA), of the top ten states with the highest number of tornado touchdowns between 1980 and 2009, only three actually fell within Tornado Alley.
At least 26 states have some area facing extreme tornado risk.
Estimated property damage within the Tornado Alley states from 2000-2011 was approximately $2.5 billion, while in comparison, the 16 states located outside of Tornado Alley with the next highest numbers of tornado touchdowns totaled nearly $15.5 billion in property damage. Those states range from Illinois and Ohio to Mississippi and Alabama, extending as far north as parts of Minnesota and as far south as Florida.
Hail Damage Beyond Tornado Alley
At least 11 states have significant areas facing extreme hail risk, and almost every state east of the Rocky Mountains has some area facing a moderate or higher level of hail risk.
The area of highest hail risk extends outward from the central Great Plains to include states as far east as Georgia and the Carolinas.
Hail storms in the Tornado Alley region caused approximately $4.3 billion in property damage and nearly $1 billion in crop damage between 2000-2011. The 16 states with the next highest amounts of hail damage outside of Tornado Alley revealed about $3.2 billion in property damage and $400 million in crop damage over the same time period. Those states span as far west as New Mexico and as far east as South Carolina and Georgia.
The maps and analysis included in the tornado and hail risk report were generated using the recently launched proprietary CoreLogic property-level risk assessment tools, Wind Probability and Hail Probability. These analytics were designed to provide insurers with a unique level of spatial and content granularity for tornado and hail risk. Unlike most generalized wind and hail data, which provide a risk rating for large geographical areas, the CoreLogic risk model uses 10 x 10-kilometer (6.2 x 6.2 miles) grid cells to pinpoint and predict the probability of a wind or hail event occurrence. The scientific models used to develop the data layers produce more precise results than other products that base their calculations on ZIP codes or counties.
